한국에서 지속가능성 이념의 실현 양태: 경남지역 시법생태산업단지 사업에 대한 비판적 고찰

본 연구는 지속가능성 이념의 실천전략으로서 생태산업단지 개념이 한국 현실에서 어떻게 적용되고 있는지를 알아보는 것을 목적으로 한다. 연구는 ‘경남지역 시범생태산업단지 사업’을 사례 분석하고 있다. 이를 위해 본 연구는 10여명의 관련자들을 면접하는 질적 사례연구방법을 채용하였다. 연구의 발견을 정리하면 다음과 같다. 첫째 생태산업단지 사업에 참여하고 있는 기업들은 모두 나름대로의 절실한 요구를 해결하기 위해 사업에 참여하고 있는 것으로 파악되었다. 하지만 그러한 기업들의 희망이 실현되기에는 적지 않은 기술적, 경제적, 사회적 난관이 존재하고 있다. 둘째 공공부문의 지원이 불충분한 수준임을 알 수 있었다. 정책수단이 갖추어져 있지 않은데다 형식적이며 조급하게 과업에 착수한 것이 아닌가하는 의문을 갖게 하는 부분이 적지 않게 발견되었다. 셋째, 경남지역의 사례를 중심으로 살펴본 사업추진상의 장애 및 해결과제는 참여주체 간 커뮤니케이션 상의 오류, 갈등관리체제의 미비, 공공부문 지원주체의 모호한 역할, 폐기물 및 부산물 네트워크 구축의 문제, 강력하고 실효성 있는 규제의 필요성 등이다. 넷째, 생태산업단지의 성공적 추진을 위해서는 장기적인 호흡과 시장기제의 신뢰가 필요하다는 정책적 시사점을 얻었다.
Abstract
This study aims at identifying the actual application appearance of the concept of eco-industrial parks (EIP) to the Korean circumstance. This study deals with the pilot eco-industrial park project in Gyeongnam Province as the concrete case. This study investigates the obstacles of the actual application of EIP and the solutions of them. This study employs the qualitative case study approach. What to folow is the findings of this study. First, each company attending the EIP project has its own strong necessities to take part in the project. Most of the necessities are related to the issue of public hatred to pollutants discharged by the pertinent company. However, the project unsuccessfully deals with the necessities because of some technical, economic and social obstacles. Second, the support of the public sector to the project seems quite indadequate. The public sector seems to lack proper policy means and will relating to the project. Third, the successful promotion of the project needs the long-rage prospct and the trust in market mechanism.
