Abstract

Currently, the Chinese government is implementing various projects to renovate industrial parks into eco-friendly ones. Among the projects, this study selected three representative projects, namely, the eco-industrial park construction project, the circulatory industrial park remodeling project, and the green industrial park construction project, and compared and analyzed the backgrounds and current statuses of the implementation of the projects, the indicator systems, designation and management methods, etc. This study has drawn the following points. First, in terms of the rigidity of the indicator systems, the level of the eco-industrial park construction project was the highest followed by the green industrial park construction project and the circulatory industrial park remodeling project in order of precedence, and in particular, the requirements for eco-industrial park construction project can be regarded to be the most extensive ranging from the area of industrial symbiosis to the area of economic development and the area of information disclosure. In addition, with regard to designation and management methods, a characteristic of the eco-industrial park construction project is that there is a firm entry-exit mechanism, a characteristic of the circulatory industrial park remodeling project is that there is direct financial support, and a characteristic of the green industrial park construction project can be said to be the fact that they are being expanded most rapidly and widely. These three projects are also showing the aspect of being implemented redundantly in substantial parts. In the three projects, many indicators have similarities, and the industrial complexes designated under various names tend to be similar in nature although their names are different. However, this reflects the Chinese government's political will to transform most of China's industrial complexes into eco-friendly ones by any means despite the redundancy of the projects.
