중국에서 과학기술은 단순히 경제 성장과 국가 경쟁력 강화의 도구를 넘어, 권위주의 체제를 유지하고 사회를 통제하는 수단으로 활용되고 있다. 발전된 과학기술이 권위주의 정치체제와 결합하여 권위주의 통치를 더욱 강화시키는 현상인 ‘기술 권위주의’ 개념을 통해 중국 과학기술 정책을 분석하고, 정책의 사회관리 · 사회통제 작용을 분석하고자 한다. 시진핑 3기 체제에서 중국은 ‘혁신 강국’, ‘자립자강’을 강조하며 AI, 5G, 빅데이터, 양자기술과 같은 미래 산업을 집중적으로 육성하고 있다. 하지만 단순한 산업 정책을 넘어서 중앙과학기술위원회를 신설하는 등 당의 권한을 강화하는 방향으로 제도가 개편되었고, 이는 과학기술이 국가 발전의 수단일 뿐만 아니라 정치적 통제의 장치로 기능하고 있음을 보여준다. 그리고 이러한 과학기술의 사회통제적 기능은 인권침해, 여론통제, 소수민족 탄압 등의 분야에서 드러난다. 우려스러운 점은 중국이 자국 내에서 축적한 기술 권위주의 모델을 해외로 확산시키고 있다는 것이다. 이미 여러 아시아와 아프리카 국가들이 중국의 감시 기술을 도입했으며, 코로나19 팬데믹을 계기로 이러한 모델은 더욱 빠르게 퍼져 나갔다. 이는 단순히 중국 내부의 문제가 아니라, 자유주의 국제질서 전반을 위협할 수 있는 중요한 과제가 되고 있다.
Abstract
In China, science and technology are used as a means of maintaining an authoritarian system and controlling society beyond just economic growth and strengthening national competitiveness. Through the concept of “Technology authoritarianism”, a phenomenon in which advanced science and technology combine with an authoritarian political system to further strengthen authoritarian governance, we want to analyze China's science and technology policy and analyze the social management and social control effects of the policy. Under Xi Jinping's third term, China emphasizes "an innovative powerhouse" and "self-reliance" and is intensively fostering future industries such as AI, 5G, big data, and quantum technology. However, beyond simple industrial policies, the system has been reorganized in the direction of strengthening the party's authority, such as the establishment of a central science and technology committee, demonstrating that science and technology are both a means of national development and a device of political control. Additionally, human rights violations, public opinion control, and ethnic minority suppression have the social control functions of these technologies. What is worrisome is that China is spreading its technology authoritarianism model, which has accumulated in the country, abroad. This is not just an internal problem in China, but an important task that can threaten the liberal international order as a whole.
