Abstract

China introduced its carbon emissions trading system in 2013 and established the Voluntary Carbon Market(VCM) in 2012, a year before the launch of emissions trading, operating Compliance Carbon Market(CCM) and Voluntary Carbon Market(VCM) in parallel. However, China's Voluntary Carbon Market(VCM) has been plagued by trial and error, with operations suspended for nearly seven years starting in 2017 and only resuming in 2024. This study analyzes the key challenges facing China's Voluntary Carbon Market(VCM) before its closure and the complementary measures taken to address them. Key findings include: First, trading of carbon offset credits(CCER), previously dispersed across eight pilot regional carbon emission exchanges, has been centralized on the Beijing Green Exchange. This will significantly address regional variations in CCER, trading volume and liquidity issues, and duplicate issuance and offset issues. Second, the government comprehensively reorganized the existing 200 project methodologies, approving six methodologies by 2025 to reduce confusion in the voluntary carbon reduction project certification process. Furthermore, the government selected a new third-party verification agency and strengthened its management to enhance the expertise and fairness of the verification process. Third, the trading of carbon offset credits(CCER) was shifted from the traditional private transaction model between parties to open trading exclusively through the Beijing Exchange's online platform, thereby enhancing transparency. All of these measures are expected to contribute to the sound operation of China's voluntary carbon market(VCM), overcoming past trial and error.
