Abstract
This paper aims to find the reason why the democratic movement can not successful for Myanmar, exploring ideology and behavior of the democrats in Thailand and Myanmar. Although the study of political culture has started in the 1960’s, it has been the object of criticism because of diversity of culture, ambiguity of the definition, political cultural diversity of each country. However, every country might share the similar political regime based on the same political culture thanks to industralization and modernization after the Third Wave for democratization, so that culture become the pivotal factor to arbitrate the state and the society. The political culture based on the traditional value and norm or oriented them in Myanmar is also adapted by the democrats in abroad and national level each. The hpon which is main factor establishing the man’s soul converted to invite an amount of money, the ana and the awza could strengthen the authoritarian order in the democratic organizations. Therefore the democratic movement has been stressed on the behavior itself rather than the result, every organization should struggle to get the hegemony for the democratic movement. In this situation, the democratic movement can not be successful.
