Abstract
The purpose of this study is to comprehensively examine the various factors influencing foreign policy decisions in Latin America. To achieve this, this study first analyzes the influence and limitations of individual policymakers' factors on foreign policy decisions in Mexico and Brazil. This article demonstrates that while the characteristics and cognitive variables of individual policymakers-namely, the president himself- can influence foreign policy, the extent of this influence is limited. As examples, it examines the attempts to change foreign policy by the left-wing nationalist López Obrador government in Mexico and the hard-right Bolsonaro government in Brazil, as well as their practical limitations. Furthermore, we examine the factors that determine the limitations of individual policymakers. While factors limiting individual presidential influence are diverse, this article considers systemic factors such as the policymaker group and national capability from a neoclassical realist perspective. Regarding policymaker group variables, we demonstrate that differences in influence in Mexico and Brazil emerge depending on the expertise of diplomats, the independence of the ministry of foreign affairs, and the level of presidential delegation of foreign affairs. Meanwhile, empirical data demonstrates that national capability has been the most important factor in determining the direction of foreign policy in the long term in both Mexico and Brazil.
