Abstract
Do President Bukele’s high approval ratings signify that people in El Salvador gave up democracy in order for public security? From this practical suspicion, this paper poses the following research questions: How did public perceptions of democracy change under the Bukele administration in El Salvador, and what are the main factors behind the change? More specifically, under the circumstances of particular policy achievements, how do the undemocratic behaviors of the government influence public attitudes toward the democratic government and democracy as a regime? This paper attempts to comprehensively analyze public perceptions and perspectives on democracy in El Salvador within its unique political contexts. It argues that, contrary to institutional assessments of El Salvador’s democracy under the Bukele administration indicating democratic backsliding, the Salvadoran public held more positive perceptions of their democratic government and democracy itself than in earlier periods. Beyond policy achievements related to quality of life, or public security, these positive perceptions reflect the Salvadoran public’s belief that their voices were actively represented by the government, leading to an increase in overall trust in democracy. Building on this argument, the paper indicates that 21st-century democracy in El Salvador continues to exhibit characteristics and orientations distinct from the conventional Western-centered model of democracy.
