本論文は、「マクロレベルにおいて『よく似たケース』として理解されてきた日韓両国で、なぜ高齢者向け福祉パフォーマンスに大きな違いが生じたのか」という問いに答えるための試みである。 日韓両国は既存の類型論において「境界事例」として認識され、その限界を克服するために、福祉国家類型論における「東アジア・モデル」の構築が試みられた。特に日韓両国は、東アジア諸国の中でも政治経済学的に多くの特徴を共有しているが、高齢者向けの福祉パフォーマンスには大きな違いが生じている。 一方、現代福祉国家の財政支出の中で最も大きな割合を占めるのが年金制度であり、世界各国で年金改革が様々な形で実施されている。日韓両国でも数回に渡って年金改革が行われてきたが、その改革の結果は大きな違いを示している。その結果、日本では世代間公平性の問題に基づく「シルバー民主主義」の議論が展開されているのに対し、韓国では高齢者の貧困問題が深刻な社会問題として浮上している。本論文では、老後の所得保障の役割を担っている年金制度をめぐる政治過程の中で、高齢者の利益を代表する圧力団体の動きに注目した分析を行った。分析の結果、世代別利益を代表する圧力団体の存在において、日韓両国の違いが発見された。
Abstract
Many scholars assume that the welfare systems of South Korea and Japan are quite similar. They regard these countries’ welfare systems as the typical ‘East Asian Welfare State Model’. However, there are some limits in the previous studies about South Korea and Japan’s welfare regimes. Since Japan and South Korea’s cases do not fit perfectly within regime theories, they cannot properly illustrate the differences between the two countries. This article focuses on the two countries’ pension systems by analyzing the movement of pressure groups due to the pension systems accounting for the largest share of welfare programs. Also it includes the increasing problems of their aging societies and the subsequent generational gaps. There have been some attempts at reforming the pension systems to overcome the deficit of national finance. While there is a discussion of ‘Silver Democracy’ nowadays in Japan, poverty of the elderly has become one of the most serious social problems in South Korea. This phenomenon is based on the meaningful difference of welfare performance for the elderly. The reason for this difference can be explained by pressure groups’ representation according to generation: the retired and labor.
