정부출연연구기관 지배구조는 정부출연연구기관의 특성에 대한 천착에서 출발하여야 한다. 정부출연연구기관이 어떤 임무를 수행해야 하며, 성공적인 임무 수행을 위해서는 어떻게 운영되어야 할 것인가에 관한 논리적인 기반을 갖추어야만 바람직한 지배구조를 확립할 수 있다. 연구회 체제 출범 이후 정부출연연구기관 지배구조의 변화를 살펴보면 논리적으로 합당한 논거를 갖추었다고 보기 어렵다. 과학기술계 정부출연연구기관은 할데인 원칙에 부합하는 지배구조가 바람직스러우나 정부부처 소관으로 변화하였으며, 인문사회계 정부출연연구기관은 정부부처의 정책개발을 지원할 수 있는 지배구조가 바람직스러우나 정부부처와 유리되어 국무총리실 소관으로 유지되고 있다. 정부출연연구기관의 지배구조가 비합리적으로 구축되어 있는 원인은, 과학기술계의 경우 상위 체제인 정책시스템의 변화에 수반하여 정부출연연구기관 지배구조를 변화시킨 데서 찾을 수 있다. 한편 인문사회계 정부출연연구기관은 정부부처의 정책개발과 밀접히 관련되어 있으나, 그러한 특성을 무시하고 무차별적으로 할데인 원칙을 적용시킨 데서 원인을 찾을 수 있다.
Abstract
The governance structure of Government-Sponsored Research Institutes(GSRIs) has critical impact on the efficiency. This study argues that the governance structure of GSRIs(and Research Councils) in Korea shows serious drawbacks. In the science-technology domain, GSRIs require considerable autonomy because the main mission of them is not supporting government ministries, but performing R&D which is far from government ministries' mission. Pure umbrella type of governance structure is preferable, but it is not the case in reality. In the socio-economic domain, GSRIs need to have strong connection with government ministries because supporting government policy function is their first mission. Principal-Agent type of governance structure is suitable for GSRIs in socio-economic domain, but it is not the case in reality, either. To build better governance structure of GSRIs, this study suggests that decision making be made on the base of scientific analysis, not on the base of bureaucratical consideration, and the difference between science-technology domain and socio-economic domain be deliberately considered.
