공공연구기관 거버넌스 구조의 제도적 변화 :과학기술분야 정부출연연구기관을 중심으로

초록

최근 과학기술분야 정부출연연의 사회적 책무를 재규정하고, 그 사회적 책무를 효과적으로 충족하기 위해 거버넌스 구조를 개편해야 한다는 논의가 부각되고 있다. 이 연구는 우리나라 정부출연연의 거버넌스 구조가 어떠한 논리에 따라 제도적 변화를 보였는지 살펴보는 것을 목적으로 한다. 과연 누가 공공연구기관의 사회적 책무를 규정하고 그것을 충족시킬 것인가는 매우 중요한 문제이다. 바로 그 문제 속에 과학자 공동체의 연구 자율성과 정부의 정책적 통제라는 갈등적 요소가 내재하고 있다. 공공연구기관의 사회적 책무의 규정과 충족은 곧 그것의 거버넌스 구조에 달려있다. 본 연구는 선행연구들을 통해 정부통제 구조(직접통제 vs 간접통제, 집중통제 vs 분산통제)와 자금지원 방식(안정예산 vs 경쟁예산)을 공공연구기관 거버넌스 구조의 핵심적 요소들로 파악하고, 이 요소들을 결합하여 새롭게 거버넌스 구조의 유형들을 도출하였다. 이것을 잣대로 삼아 우리나라 정부출연연의 거버넌스 구조가 어떠한 제도적 변화를 보여 왔는가 검토하였다. 연구 결과, 우리나라 정부출연연의 거버넌스 구조는 긴장과 균형 속에서 대체로 정부의 정책적 개입이 강화되고, 연구자 공동체의 연구 자율성이 약화되는 방향으로 변화되어 왔음을 확인하였다. 이러한 제도적 변화는 연구자 공동체를 지탱하는 인정감 상실로 이어짐으로써 연구자 공동체의 건강성을 약화시킬 가능성을 안고 있다. 따라서 정부출연연 거버넌스 구조의 제도적 변화 속에 내재하는 불가피한 긴장과 갈등을 정확하게 인식하고, 이를 효과적으로 관리하는 것이 중요하다. 특히 정부는 과학자 공동체와 함께 지속적인 협의를 통해 거버넌스 구조의 변화를 시도하여야 한다는 점을 강조하였다.

Abstract

The purpose of this study is to describe and interpret the institutional change of governance structure in public research institutes, especillay in the governance structure of Korean Government Sponsored Research Institutes(GSRI). To do this, first, authors discussed two contradictional logics of governance structure change, one is organic endogenous change by the republic of science, the other is policy-driven exogenous change by government. Second, authors embodied a framework by combining two factors, that is, ministerial structure and funding streams, which are derived as core elements of the governance structure of public research institutes. Third, authors described and interpreted the institutional change of the governance structure of Korean GSRI, based on the newly embodied framework. The institutional change of Korean GSRI has shown that the governmental intervention through policies had been reinforced, and that the research community’s autonomy had been weakened in the research priority setting. Hence, in the discussion of future governance structure change of GSRI, authors emphasized that policy makers should recognize necessary tension between two contradictional logics and focus on the effective management about contradictional situation. Especially, it is necessary to restore the recognition and soundness of the community of scientists. For this, policy makers should communicate and cooperate with the community of scientists continuously.
