Abstract

This study attempts to analyze the support system of government-funded research institute (GFRI), whose goal is to create research performance contributing to policy-making process in Korea, and find ways for improving support functions for government policy by GFRI. The result indicates that each research institutes and related agencies has increased the proportion of consignment research since the launch of the current research support system. Such dependence of external sources via consignment research might threaten independence of GFRI, and therefore ways for making more stable financial groundwork should be considered for research independence. Moreover, lack of relationship and communication between GFRI and public officials prevents research outcomes and performance from effectively making use of government policy. Finally, current across-the-board application practices of some of codes in the process of managing all research projects without considering respective research characteristics and specialty might weaken the quality of research by GFRI, so they should be reconsidered.
