-1999년 3월 국민의 정부는 정부출연 연구기관 운영체제 개혁을 위해 5개 연구회(연구지원)체제를 설립하였다. 이로 인해 종래 정부의 직접적인 지휘아래 운영되던 정부출연 연구기관들은 연구회소관으로 소속을 변경하였다. 이것은 출연연구기관의 연구 및 경영상의 자율성, 연구의 경쟁성(시장성), 그리고 연구결과의 생산성을 제고하려는 것이었다. 그 이후 정부출연(연)은 국제적인 마인드와 연구경쟁력을 가진 공공연구기관을 강조하게 되었다. 이 글에서는 후속작업으로 정부출연(연)을 지원하는 5개 연구회체제의 의제작성 및 정책결정 과정을 고찰하려고 한다. 정부의 개혁능력의 관점에서 정부출연 연구기관 개혁과정을 분석할 것이다. 정부(government)의 관점보다 거버넌스(governance)의 관점에서 정부능력을 검토하고, 직접적인 사례검증작업을 하게 될 것이다.
Abstract
In March 1999, The People's Government(Kim Dae-Jung Administration) had established 5 research council systems to reform the government -funded research institutes. Therefore the government-funded research institutes under the government's direct control had been changed their major ministry. This reform had oriented to height the autonomy of research and management, competitiveness(market-testing) of research, productivity of research of the government-funded research institutes. Thereafter the government-funded research institutes had been emphasized the international mind and research competitiveness. This thesis will study the agenda-setting and decision making process of the government-funded research institutes. Hereafter, in the viewpoint of government reform, I will analyze the reform process of the government-funded research institutes. With the viewpoint of governance, better than government, I will analyze the capacity of the People's Government, and the case about the reform of the government-funded research institutes.
