민주화 이후 역대 정부의 정책조정 비교분석: 조직 전문화, 정책조정 메커니즘, 조정역량의 변동패턴을 중심으로

본 연구에서는 민주화 이후 역대 정부별로 부처조직의 자율성 및 전문화 수준, 정책조정 메커니즘 활용의 특징, 그리고 정책조정역량을 분석하고자 하였다. 전문가 대상의 델파이 조사(Delphi) 결과, 민주화 이전인 1980년대와 비교하여 민주화 이후 부처조직의 전문성은 점차 제고되어왔으며, 정책조정 메커니즘은 계층형 위주에서 시장형과 네트워크형 도구들이 추가되어 왔음이 확인되었다. 그러나 조직 전문화와 조정역량은 정부별로 변동이 상당히 큰 지그재그(↝) 패턴으로 나타났다. 이는 영국의 유턴형(↺), 프랑스의 수평이동형(→), 미국의 수직이동형(￪)과는 다른 패턴이다. 향후 정부 조직의 전문성을 제고하고 정책조정역량을 강화하기 위하여 장기적인 관점에서의 정책조정 메커니즘 설계와 운영, 학습을 통한 정책조정 시스템 승계와 같은 정책적 시사점을 제시하였다. 또한 정책조정역량과 부처 전문화의 수준이 향상된 정부의 공통점은 대통령을 포함한 정부 핵심부가 제도설계에 관심을 가지고 제도가 제대로 작동하는지 직･간접으로 점검했다는 점을 상기할 필요가 있다.

Abstract

This study investigates the level of autonomy and specialization of government organizations, the characteristics of the use of policy coordination mechanisms, and the policy coordination capacity of previous administrations after the 1987 democratic transition in Korea. According to the results of the Delphi survey of experts, the autonomy and specialization of government organizations have gradually improved since the democratic transition, compared to the 1980s before democratization. In addition to the hierarchical tools, market-type and network-type tools have been utilized for policy coordination. However, organizational specialization and coordination performance showed a zigzag pattern(↝) that fluctuated considerably by administration. This is a different pattern from the U type(↺) in the UK, the horizontal type(→) in France, and the vertical type(￪) in the United States. To enhance government organizations’ expertise and strengthen future policy coordination capabilities, policy implications such as the design and operation of policy coordination mechanisms from a long-term perspective and the succession of policy coordination systems through learning were suggested. It is also worth recalling that the administrations, which have improved their policy coordination capabilities and the level of specialization of ministries, were interested in institutional design and monitoring their operation by the center of the government, including the president.
