한일 당정협의제도 비교: 초기 제도화 과정을 중심으로

본 연구는 여당 주도의 실질적 협의가 이루어지는 일본과의 비교를 통해 한국의 정부 주도의 형식적 당정협의를 구조화하는 제도를 특정하고, 제도화 과정 추적 분석을 통해 당정협의 활성화 방안을 제시한다. 제도 비교분석 결과 실무급 당정협의 및 고위급과 실무급 간 연계의 제도화에서 한일간큰 차이가 나타났다. 또한, 제도화 과정 분석 결과, 일본은 정책 결정을 둘러싼 여당 내갈등이 다양한 형태로 집단화되어 경쟁적으로 표출되면서 실질적 당정협의의 제도화로이어졌지만, 한국의 경우 당내 갈등의 집단화가 지속적으로 이어지지 못하면서 실질적제도로 발전하지 못한 것을 알 수 있었다. 본 논문은 한국 당정협의 활성화를 위해 실무급 당정협의 및 고위급과 실무급간 협의의연계 강화와 당내 건전한 경쟁체제 육성을 제안한다.
Abstract
Many scholars have indicated that the governing parties in Korea have failed to play proper roles in policy coordination with the government. To explain and solve this problem, this study examines and compares the distinct party–government policy coordination systems in Korea and Japan. The comparative institutional analysis reveals a huge gap in the working-level consultations and the linkage among different levels of the consultation entities between Korea and Japan. In addition, the comparative analysis of the institutionalization process shows that intraparty conflicts had strengthened the ruling party’s division-centered and bottom-up policy coordination process in Japan. Contrarily, in Korea, such conflicts were not sufficiently collectivized and united during its institutionalization period; hence, the ruling party failed to institutionalize the ruling party-centered coordination system. The results suggest that it needs to strengthen the working-level consultations and the linkage among different levels of the consultation entities and to foster healthy competition inside the party, for more effective party-government policy coordination.
