Abstract

This study conducts an exploratory analysis by combining LDA-based topic modeling with network analysis, using 16,215 news articles gathered from four leading conservative and progressive newspapers in South Korea between 2003 and 2024, all containing the keyword “regional balance.” This method allows the study to identify the main topics that make up the conversation about balanced regional development in South Korea, track how their importance changes over time, and explore ideological differences in how these topics are framed. The analysis reveals 16 key topics, which are then grouped into six broader categories: development and growth; economy and investment; politics and administration; society and education; daily life and welfare; and international relations and diplomacy. Over time, the prominence of issues like decentralization and local public finance, infrastructure, regional investment, education, and social conflict varies significantly, reflecting changes in policy direction as well as wider economic and social conditions. In recent years, new themes focusing more directly on regions and residents—such as health, welfare, and culture—have become prominent. Ideological differences are also evident: progressive media tend to highlight decentralization, equity, welfare, and educational inequality, while conservative media emphasize growth potential, investment, and real estate issues. Overall, this study provides empirical evidence that the discourse on balanced regional development has evolved differently across various policy areas depending on the time period and political stance, offering an exploratory overview of the overall structure of the debate and the factors influencing its changes over time.
