Abstract
Public service ethos (PSE) constitutes the behavioral norms that guide public servants and is continually reshaped within changing political and social contexts. South Korea has experienced major administrative paradigm shifts, moving from an authoritarian developmental state through democratization and New Public Management (NPM) reforms to more recent forms of collaborative governance. This study examines the change and continuity of South Korea’s PSE through an analysis of legal frameworks and annual reports from the Board of Audit and Inspection. The findings indicate that while the country’s traditional bureaucratic ethos—grounded in rationality and the rule of law—remains foundational, South Korea has also witnessed the emergence of an entrepreneurial ethos and the strengthening of a democratic ethos in response to marketization and democratization. Importantly, these new values have not replaced the bureaucratic ethos but have evolved through a process of layering upon it. By conceptualizing South Korea’s PSE as a multidimensional system, this study underscores the importance of balancing and integrating these values in future public ethics education and institutional design.
