본 연구는 지난 5월 출범한 윤석열 정부가 지방분권 및 균형발전 부문에서 지향하고자 하는 국정과제의 내용들을 검토하고, 향후 우리나라의 지방분권과 균형발전 부문의 정책 방향을 제시해 보는 데 목적을 둔다. 이러한 목적을 달성하기 위하여 지방분권과 균형발전을 다루고 있는 학술논문 분석과 언론기사에 대한 분석을 하였으며, 전문가들을 대상으로 한 AHP 분석을 수행하였다. 본 연구결과 향후 윤석열 정부의 지방분권 및 균형발전 부문의 정책 방향성을 제시해 보면 다음과 같다. 첫째 지방분권과 균형발전을 별개로 인식하지 말고 상호 보완적인 역할을 하는 관계로 인식하는 것이 필요하다. 이를 바탕으로 하여 지방분권 제도를 수단으로 활용하고, 이러한 수단적 활동을 통하여 균형발전의 목표를 달성하는 것이 필요하다. 둘째 지방의 특화산업 육성 및 지방인구 정착을 위한 적극적 지원책이 필요하다. AHP 응답에 응한 전문가들의 경우, 이 두 개의 정책과제가 가장 중요하게 다루어져야 한다고 응답하고 있다. 다른 많은 지방분권 과제 보다도 균형발전을 이루기 위한 두 개의 정책과제가 가장 중요하다고 여기고 있다는 점은 의미가 크다고 하겠다. 아울러, 개별 정책수단들을 활용하는 데 있어서 부수적으로 수반되는 정책적 고려사항에 대한 정밀한 검토를 할 것이 필요하다.
Abstract
The purpose of this study is to review the contents of national tasks that the Yoon Seok-yeol government, launched in May, aims to pursue in the field of decentralization and balanced development, and to discuss their policy priorities in Korea in the future. To achieve this goal, academic papers and media articles dealing with decentralization and balanced development were analyzed, and AHP analysis method was conducted targeting experts. As a result of this study, the future policy direction of the Yun Seok-yeol government's decentralization and balanced development is presented as follows. First, it is necessary to recognize decentralization and balanced development as complementary rather than separate. Based on this, it is necessary to utilize the decentralization policy as a means and achieve the goal of balanced development through these instrumental activities. Second, active support measures are needed to foster local specialized industries and settle the local population. In the case of experts who responded to the AHP questionnaires, they responded that these two policy tasks should be addressed as the most important. It is significant that the two policy tasks to achieve balanced development are regarded as the most important than many other decentralization tasks. In addition, it is necessary to conduct a precise review of the policy considerations incidental to the utilization of individual policy measures.
