세계화의 진전과 더불어 등장한 집합적 조정 양식으로서의 거버넌스는 한편으로는국가 역할의 변화를, 다른 한편으로는 다양한 비국가행위자들의 부상을 함축한다. 특히, 전문적 역량을 지닌 비영리 자발적 결사체들이 정책과정에 개입해 수행하는 기능이확대된다. 젠더 평등을 주요 의제로 하는 젠더 거버넌스에서도 정부와 민간분야를 연결하는다양한 행위자간 정책네트워크의 역할이 강조된다. 1995년 UN 제4차 세계여성회의의 「북경행동강령」은 글로벌 정치에서 ‘젠더 평등’실현을위한 ‘젠더 주류화’ 전략을 제시하고, 젠더 거버넌스의 중요성을 부각시킨 기념비적선언이었다. 한국에서도 북경행동강령에서 제시된 성별영향분석평가, 성인지예산, 성인지통계, 성인지교육의 4G를 도입해 단기간에 적지 않은 성과를 거두었다. 그러나 한국의 젠더 주류화는 젠더 거버넌스 측면보다 국가페미니즘(state feminism) 요소가 상대적으로 두드러진다는 지적이 제기된다. 젠더 주류화 도입과정에 정부간기구나국제규범의 영향이 컸으며, 이를 배경으로 페모크라트들(femocrats)이 정책을 주도하는경향이 나타났다. 이에 이 글에서는 북경행동강령 20년의 젠더 주류화와 한국의 현황을 점검해 경험적함의를 도출하고, 젠더 거버넌스 측면에서 과제를 제시하고자 한다.
Abstract
Twenty years ago, 189 governments came together to sign the Beijing Declaration and Platform for Action, a blueprint for gender equality. Since that time these gender mainstreaming strategy and instruments have afforded powerful policy towards achieving gender equality worldwide. Gender equality through gender mainstreaming has been realized from the mid 1990s in Korea. The gender impact assessment system, the gender sensitive budget and the gender statistics are examples of the gender sensitive policy. But there are some tasks for the gender mainstreaming in Korea. This is a research on the characteristic and its limit of Korean gender mainstreaming to prospect and suggest in the point of gender governance. Gender governance is a model of collective management and coordination concerning gender issues in which NGOs, scholars, IGOs, as well as government policy decision-makers are interacting cooperatively.
