초록

이 연구는 1995년 ‘베이징 행동 선언’ 이후 한국사회에 제도로 정착되고 있는 ‘성주류화’가 지방자치단체에서 확산되는 과정이 정부 공무원과 관련 전문가를 중심으로 너무 빠른 속도로 전개되고 있다는 문제의식에서 출발한다. 성 주류화가 시민의삶에 영향을 미치는 모든 정책 사업의 성평등한 결정과 추진을 목적으로 하고 있음에도 불구하고, 또한 성 주류화의 확산을 시민사회 여성 활동가들이 애초 제안한 것임에도 불구하고, 시민 및 여성 활동가들과는 괴리된 모순을 보이고 있는 것이다. 현장의 여성 활동가들과 시민이 성 주류화의 확산과정에서 소외되고 있다는 문제의식은 최근 ‘젠더 거버넌스’의 구성과 활성화에 대한 논의를 촉발시켰지만, 과연 현장활동가들과 시민인 여성들이 젠더 거버넌스에 정부 및 전문가들과 동등한 입장에서참여할 수 있을지 의문이다. 이 연구는 2012년 대전시 출연 연구기관에서 실험적으로 수행해 본 ‘시민 성별영향분석평가단’ 운영과 그 결과를 분석하면서, 시민사회 여성 활동가들과 보통의 시민인 여성들이 어떻게 젠더 거버넌스에 참여할 수 있을지그 가능성을 파악해 보았다. ‘시민 성별영향분석평가단’의 활동은 진정한 의미에서의 ‘성 주류화 하기(Doing gender-mainstreaming)’이면서, 동시에 젠더 거버넌스에참여하는 시민사회 여성들이 거버넌스 참여 주체로서의 역량과 전문성을 강화하는계기를 제공했다. 젠더 거버넌스의 효율적인 작동을 위해서는 참여 주체들의 자발성과 공동체 의식 등, 참여 자체를 위한 요건도 매우 중요하지만, 참여 주체가 지닌자산, 즉 역량과 전문성이 매우 중요하다. 시민 성별영향분석평가단 활동을 통하여참여자들은 성인지 관점을 발견하고 형성하면서 젠더 입장을 가지게 되고, 다양한 방법을 활용한 평가 경험을 바탕으로 자신만의 ‘맥락적 지식(situated knowledge),’즉 젠더 지식을 생산한다. 이들이 생산한 개별적이고도 고유한 ‘입장과 지식’은 시민사회 여성들이 앞으로 젠더 거버넌스 참여 주체로서 갖추게 될 독특한 역량 및 전문성이자 자산이 될 것이다.

Abstract

Along with the unique and remarkable achievements of gendermainstreaming policies, there may at the same time also be unforeseen risks. As GIA is increasingly practiced in local governments, it is necessary to examine if the progress influence women’s lives in gender-responsive way. People “who have continued to pay attention to improving women’s lives” refer to women’s rights activists, gender experts, and some civil movements activists. Do they still continue to participate in the spread of gender-mainstreaming? Are those who presented their ideas on the instruments of gender-mainstreaming strategies and embarked on political struggles to get their views incorporated into the administrative policy for over a decade still involved? In this research, participants of the civic GIA working groups in Daejeon demonstrate how individualized gender knowledge and standpoint are developed through “doing gender-mainstreaming.” This civic GIA working groups purposed to get the public to be more actively involved in the gender mainstreaming strategies, including presenting their thoughts and listening to others at the meetings. These experiences provided the civic GIA members opportunities to participated firsthand in the process of policy implementation and paid attention to recipients’ responses and challenges the implementation body faces to interpret the whole process from a gender-responsive perspective. In terms of this, this procedure can be termed the ‘field-based GIA by the public’ or “civic GIA working group.” Interactions with each other, participation and observation of policy scenes, and pondering and writing experiences contributed to develop individual gender knowledge and standpoint. This individual gender knowledge and standpoint would be the salient elements of gender governance bringing significant improvements in gender mainstreaming strategies.
