동북아 평화번영과 한국 지방외교 : 제주특별자치도 사례

초록

세방화(glocalization) 시대에 지방은 사회변화의 방향을 직접 설정해 나가야 할 뿐만 아니라 세계적 자원과의 긴밀한 연계를 통해 평화와 발전을 선도해야 하는 새로운 과제에 직면해 있다. 이를 위해 최근 지방의 자주적 역량과 노력을 기반으로 평화와 번영을 이루기 위한 다양한 국제교류 및 협력 사업들이 등장하고 있다. 본고는 지방외교의 시각에서 제주도의 평화번영 정책을 동북아 지역협력과 남북 교류·협력으로 구분하여 검토하고, 이를 바탕으로 동북아 평화번영을 위한 지방외교 활성화를 위한 실천적·이론적 함의를 탐색했다. 동북아 평화번영을 위한 제주도의 지방외교는 남북교류협력에 치중되어 있으며 인도적 지원과 인적교류에서 쌓아온 신뢰를 바탕으로 경제협력으로의 발전을 위해 노력하는 등 나름의 성과를 거두고 있다. 반면, 동북아 지역협력에서는 가시적인 성과를 찾기 어렵다. 지방외교 활성화를 위해서는 적극적 평화에 입각한 협력의제의 다양화와 함께 다양한 행위주체들이 증층적·연계적으로 참여하는 멀티트랙 외교의 맥락을 고려할 필요가 있다. 또한 평화와 번영의 선순환 구조를 보다 확고하게 구축하기 위해서는 평화 개념을 적극적 평화로 확장하는 것과 함께, 평화와 번영의 단선적 관계를 보완하기 위해 ‘발전’을 매개적 개념으로 고려해야 할 것이다. 본고는 점증하는 관심에도 불구하고 실천적 측면에서도 아직 확고한 비전 없이 추진되는 한국 지방외교 활동에 대해 근본적 성찰을 요하는 질문을 던진다는 점에 의의가 있다.

Abstract

In the glocalization era, local governments has been promoting various international exchange and cooperation to obtaine peace and prosperity by their own capacity and effort. This paper critically reviews the Jeju's peace and prosperity policy by classifying Northeast Asian regional cooperation and Inter-Korean exchange and cooperation in local diplomacy perspective. Based on this examination, practical and theoretical implications for the revitalization of local diplomacy are discussed. Jeju's local diplomacy to realize Northeast Asian peace and prosperity has been centered on Inter-Korean exchange and cooperation, and it has been expecting transformation from humanitarian aid and human exchange to economic cooperation. But hardly any peace cooperation exists at a regional level in Northeast Asia until recently. In order to revitalize local diplomacy, local governments need to be considered expansion of cooperation agendas based on the positive peace in the conceptual context and transformation of multi-track diplomacy participating various actors of public and private sectors. Also in order to embody the vision for a virtuous circle between promotion of peace and enhanced economic prosperity, the concept of peace should be expanded into positive peace and linear relationship of peace and prosperity complemented by 'development' as a intermediate concept. The contribution of the paper lies in considering the conceptual expansion for peace practice and reexamining the relationship of peace and prosperity in the context of the Korean local diplomacy, an area that remains under-researched, yet one of growing attention.
