초록

이 글은 ‘세계평화의 섬’의 평화실천 추진체계와 실천전략, 그리고 평화실천사업에 대한 비판적 검토를 바탕으로 향후 실현 가능하고 지속 가능한 적극적 평화실현을 위한 과제를 제시하는 데 목적을 두고 있다. 또한 평화의 개념, 평화실천의 주체, 평화실현의 방식 등에 초점을 맞추고 있으며, 이를 위한 평가의 준거가 되는 분석 틀은 적극적 평화구현의 방법론이자 실천전략으로써 멀티트랙 외교와 다층적 거버넌스가 가지는 이론적 함의를 바탕으로 구성한다. ‘세계평화의 섬’의 실현 가능하고 지속 가능한 발전을 위해 첫째, ‘세계평화의 섬’에서 추구하는 평화 개념의 재성찰이 필요하다. 둘째, 평화실천사업 주체의 다양화 모색이다. 셋째, 적극적 평화구현을 위한 다양한 평화실천사업의 발굴과 평화산업의 육성이 필요하다. 넷째, 국제자유도시와 ‘세계평화의 섬’의 ‘동시병행 연계’를 통한 시너지 효과를 극대화하는 데 노력할 필요가 있다. 마지막으로 공공부문과 다양한 민간부문의 중층적 협력, 국제자유도시와의 동시병행 연계, 그리고 제주도-한반도-동북아 수준으로의 병행 확산 등을 기반으로 하는 다층적 거버넌스 전략 하에 추진될 때 실현 가능성과 지속 가능성을 확보하면서 지속적인 발전을 기대할 수 있을 것이다.

Abstract

This paper aims to suggest tasks for feasible and sustainable positive peace practices, and implications for future actions by critically reviewing organizational systems, strategies, and practice projects of the 'The Island of World Peace(hereafter called the Peace Island)'. And it has focused the concept of peace, actors for peace practice, ways to peace practice, and in order to address the question, the concept of multi-track diplomacy and multi-level governance is discussed, and the analytical framework of this paper is examined. We draw the following tasks for feasible and sustainable development of practice projects of the Peace Island. First, Jeju needs to self-examine the concept of peace which Peace Island pursued. Second, Jeju tries to find diversity of actors for peace practice. Third, Jeju needs to search for various positive peace practices and intensively foster peace industry as strategic industry. Forth, Jeju tries to find creating synergy through simultaneous linkage between the ‘Jeju Free International City’ and the Peace Island. Finally, the Peace Island would be expected feasible and sustainable development under multi-level peace governance based on multi-layered cooperation between public and private sectors, simultaneous linkage between the Jeju Free International City and the Peace Island, and simultaneous diffusion in Jeju level, the Korean peninsula level, and Northeast Asian level.
