한반도 통일모델의 탐색: 중립화통일론의 적용가능성

Abstract

The purpose of this paper is to search for a model for Korean unification. The German, Vietnamese, and Yemeni models are not suitable to Korean unification in view of the international, inter-Korean, and domestic conditions. Therefore we need other models, including the neutralization approach like the case of Austria. The neutralized unification of Austria was made possible by the adept diplomacy of its leadership. Austrian political leaders maintained unity and succeeded in acquiring Austrian independence and unification on condition that Austria becomes a country of permanent neutrality in 1955. In Korea the concept of permanent neutrality has been intermittently argued, but has not attracted serious concern since late 19th century. After the collapse of the Cold War, however, Austrian model of permanent neutrality seems to be a good example for Korean unification considering the geo-strategic importance of the Korean peninsula and the prospect of the 21st century international politics. The concepts of permanent neutrality or “de facto neutrality” need to be newly illuminated and seriously discussed.
