노무현대통령과 김정일국방위원장이 평양에서 역사적인 제2차 남북정상회담을 개최한지도 이미 달포가 지났다. 때마침 각종 후속회담이 열리고 있다. 이제 정상회담의 설렘을 뒤로 하고 내실 있는 남북관계의 발전과 더 나아가 한반도 평화체제 구축을 위한 필요·충분 조건이 과연 무엇인지 면밀히 검토해 나가야 할 계제이다. 이를 위해서는 먼저 ‘2007 남북정상선언’을 객관적으로 평가해 보고 더 나아가 쟁점현안에 대한 대안이나 발전적 과제에는 어떤 것이 있는지 알아보는 자기성찰의 노력 또한 뒤따라야 한다.이런 견지에서 이 글에서는 ‘10·4 공동선언’의 총론적 평가와 함께 특히, 정치·군사 분야에 있어서 긍정적, 비판적 차원에서 각기 논의되는 사항들을 살펴보고 논란이 되고 있는 일부현안에 대해서는 이론적 또는 학술적인 계쟁점이 무엇인지 등을 차례로 알아본다.한반도 평화의 핵심적 당사자는 남북한이므로 이번 정상선언과 같은 ‘공존공영’의 합의가 중요함은 물론이다. 그러나 그동안 양자간에는 평화를 구현하기 위한 아이디어나 수단, 기술이 부족해서 긴장관계가 지속된 것이 아니다. 이미 합의한 약속사항을 지킬 정치적인 의지가 없었기 때문이라고 할 수 있다. 따라서 이번 정상회담에서의 합의는 물론, 각종 후속회담과 관련 조치들을 실천에 옮기는데 우리는 배전의 노력을 경주해 나가야 할 것이다.
Abstract
2007 North-South Joint Sumit Declaration: Assessment and Future TasksKyung-Soo KimIts already been one and a half months since President Roh Moo Hyun and his North Korean counterpart Kim Jong Il signed an eight-point joint declaration at the end of their historic sumit talks in Pyongyang on October 4, 2007. The declaration reflected the two leaders consensus on establishing a peace regime on the Korean Peninsula and promoting economic cooperation for co-prosperity.In an effort to extend the detente fostered by the second summit of their leaders last month, the prime ministers of North and South Korea also met in Seoul, on November 16, 207. They focused mainly on economic cooperation projects, including setting up a joint fishing area around the Northern Limit Line(NL) in western sea and establishing a joint eco-nomic area on the Norths southwestern coast. Security issues also would be dealt with on a separate occasion of defense ministers talks in Pyongyang at the end of November, 207. With a series of ensuing high-level governmental meetings between the North and South ahead, we need to squarely assess the North-South sumit agreement itself in terms
