At the same time as liberation in 1945, the two Koreas were divided into totalitarianism and liberal democracy. For about 80 years, they have been developing heterogeneously according to the characteristics of each other's system. While South Korea has transformed into the world's 10th-largest economic power and 6th-largest military power, North Korea has established itself as a threatening force equipped with nuclear and missile attack capabilities while being the worst economically poor country. In particular, South Korea pursues peaceful unification through mutual reconciliation and cooperation between the two Koreas with a liberal democratic market economy system that values individual abilities and human rights, while North Korea strongly adheres to the method of unification by force with a strong monolithic system centered on the leader. there is. In order to establish a true peace regime on the Korean Peninsula, South Korean politicians should refrain from changing North Korea policy based on ideology in relation to the North Korean issue. In particular, it is important to establish a forum for widespread participation by politicians, academia, and civic groups to derive a common evaluation of the North Korean system and to solidify policy guidelines toward North Korea, which the ruling and opposition parties and the government must pursue equally until the North Korean system changes. In addition, it is necessary to organize an independent North Korea policy agency and apply all available methods such as human resources and material to form a human network in North Korea steadily over the long term. At the same time, it is important to develop diplomatic warfare to continuously expand pressure and influence on North Korea through cooperation with the international community, including the four neighboring countries. The peace regime on the Korean Peninsula is fundamentally linked to whether or not North Korea's dictatorship system changes, which is one aspect of the parties concerned. In the current situation where the peace environment on the Korean Peninsula is continuously losing its existence value due to the North Korean system, which is one side of the peace regime discussion, the analysis framework of this study is based on Johan Galtung's positive concept of peace to achieve a peace regime on the Korean Peninsula. It seeks to derive the root cause of the failure to achieve a peace regime and present a realistic plan for achieving a peace regime.
