한반도 위기의 핵벼랑끝(nuclear brinkmanship) 구조와 심리･인지적 변수에 대한 고찰

본고는 8월 위기가 남북협상을 통해 관리될 수 있었던 동인에 대한 가설들을검토하고, 한반도 위기관리 기제를 설명하려는 목적으로 작성되었다. 우선, 핵벼랑끝 개념을 이용하여 한반도 위기가 안정적으로 관리될 수 있는 구조적 측면을설명하고자 하였다. 또한 이 같은 위기관리 기제가 과거 한반도의 핵위기 사례들에서 어떻게 나타나는지 비교를 통해 함의를 도출하였다. 그러나 복잡한 한반도위기상황의 전개양상을 예측함에 있어서 구조적 모델이 설명하지 못하는 점을지적하였으며, 심리･인지적 요소들이 정책결정의 중개변수로서 어떤 추가적 설명력을 갖는지를 살펴봄으로써 정책적 고려사항을 제시하였다.
Abstract
This paper aims to examine a crisis management mechanism on the Korean peninsula based on the lessons from the so-called ‘August Crisis’ that could be successfully resolved between the two Koreas. This paper tries to highlight how ‘nuclear brinkmanship’ leads to crisis stability and draw implications from four cases of nuclear- related crises on the Korean peninsula. It also explains limitations of this model and presents significance of cognitive factors as intervening variables in crisis management for future policy decision making.
