시진핑 집권 1기 중국의 대북정책 조정: 중미관계 변화와 관련

초록

이 논문은 중국의 대북정책과 중북관계가 중미 사이의 거대 전략게임에 의해서 영향을 받고 결정된다는 가정 아래, 시진핑 집권 1기 중미관계 변화에 따른 중국의 대북 및 북핵 정책 조정을 분석해 보는 데에 목적을 두었다. 특히 2012년 이후 중미관계 변화와 중국의 대북정책 사이에 연계성이 존재했는지를 논의하고자 했다. 연구 결과 다음과 같은 사실이 확인되었다. 중미 간 갈등이 심화되었을 때에는 중국이 북한을 미국의 대중 포위 전략을 막아주는 전략적 완충지대로 간주하는 경향이 나타났다. 중국은 북한과의 전통우호관계를 중시하여 북한을 포용하는 정책을 추진했고, 중국과 북한 지도부 사이에 접촉과 교류가 상대적으로 원활하게 유지되었다. 이와 반대로, 미국이 중국을 전략적 협력 상대로 인식하여 중미관계가 협력적으로 전개 되었을 때에는, 중국이 북한과의 우호관계를 강조하기 보다는 북한문제 및 북핵 문제에서 미국에 협력하는 경향을 보였으며, 중북과 북한 사이의 관계가 순탄치 않았다.

Abstract

This study is based on the assumption that China's North Korea policy is and will be influenced and determined by a grand strategy game between China and U.S. And the author tries to verify whether there are linkages between the changes of the Sino-U.S. relationship and China-North Korea relationship since 2012. According to the research, the following facts were found. When the strategic communication system between China and the U.S. was not smooth and the conflicts deepened, China tended to regard North Korea as a strategic buffer zone against the American containment policy to China. China has pursued a policy of embracing North Korea with an emphasis on traditional friendly relations with North Korea, and the contacts and exchanges between China and the North Korean leaders has remained relatively smooth. When this situation is established, North Korea has fully utilized the gaps in conflicts between China and the U.S. to launch nuclear and missile provocations more frequently and exacerbate the military tensions on the Korean peninsula. On the other hand, when the U.S. treats China as a strategic partner and cooperates with it, China has shown a tendency to cooperate with the United States in North Korea policy and North Korea's nuclear policy, rather than emphasizing friendship with North Korea.
