시진핑 지도부의 대외관계 분석: 대미정책과 대북정책을 중심으로

초록

2012년 11월 중국의 핵심지도부가 새롭게 구성됨에 따라 향후 중국의 정책변화에 대한 관심이 증폭되고 있다. 시진핑 지도부의 대외관계는 전반적으로 커다란 변화없이 그 동안의 정책을 지속하면서 약간의 변화를 수용하는 형태로 나아갈 가능성이 높다. 시진핑 시대의 대미관계 변화는 신형대국관계라고 불리우는 정책으로 요약될 수 있으며, 미국과의 신뢰관계 구축 및 중국의 핵심이익 확보라는 두 가지 측면에서 의미를 갖는다. 또한 시진핑 시대의 대북관계도 전반적으로는 변화가 없지만, 북한의 안정성을 높이기 위하여 적극적인 개혁·개방을 유도한다는 점에서는 과거와는 좀 다른 접근을 하고 있다고 볼 수 있다. 향후 미·중관계가 경쟁과 갈등의 관계로 예상되고 있고, 중·북관계도 훨씬 더 강화된 형태로 나타날 가능성이 높다.

Abstract

As the members of the Politburo Standing Committee of the Chinese Communist Party have been composed, international attention has been shed on the potential policy changes of new China. Xi Jinping's foreign relations have generally evaluated to continue without any dramatic changes, following the previous policy lines. But there found changes in its attitude toward the US and North Korea. Xi Jinping's US policy, so called "the New Type of Great Power Relations," focuses on trust between the US and China, and on the keeping of China's core interests. Its North Korean policy also emphasizes more aggressive and assertive guidance of reform and open-door policy. Given the situation, the future US-China relationship seems to be more competitive and confrontational, while its North Korea policy seems to be more coercive.
