중․미관계 변화와 중국의 대북정책:후진타오시기를 중심으로

초록

이 글은 2000년대 이후 중국의 대북정책과 중․북관계가 중․미관계에 의해 크게 영향을 받았다는 가정 하에 논의를 전개하였다. 후진타오와 부시 집권 시기를 중심으로 중․미관계의 변화 양상을 분석하고, 미국의 대중정책에 따른 중․미관계의 부침이 중국의 대북 정책과 중․북관계에 어떻게 영향을 미쳤는지를 검증․규명하고자 했다. 연구 결과에 의하면, 중․미관계가 대립과 마찰국면에 진입했을 때에는 중국과 북한이 상대방과의 전략적 협력관계를 강화함으로써 미국의 압박정책에 대처하는 양상을 보인 반면, 중․미관계가 협력을 지향하게 될 경우에는 북한이 중․미 갈등의 틈새를 파고들 여지가 줄어들게 되고 중․북간 전략 소통과 협력의 강도가 약화되는 경향이 나타났다. 따라서 중․미관계가 갈등국면에 처하게 되면 북핵문제와 북한문제에 있어서도 국제사회가 중국의 협력을 이끌어 내기가 어려워지게 되는 데 반해, 중․미관계가 협력국면으로 전환되었을 때에는 중국이 북핵 및 북한문제 해결과정에서 북한의 입장을 배려하기보다는 미국에 협력하는 태도를 보였다는 것을 발견할 수 있었다.

Abstract

This article is based on the assumption that China’s North Korea policy and the China-North Korea relations have been greatly influenced by the China-U.S. relations since 2000. After analyzing the changes in the China-U.S. relations on the time of President Hu Jintao and Bush, the author examines how the upsurge in the China-U.S. relations has affected China’s North Korea policy and the China-North Korea relations. According to the results of this research, when the China-U.S. relations entered into the confrontation phase, China and North Korea strengthened their strategic cooperation with each other to cope with the U.S. However, when the China-U.S. relations are to be directed toward cooperation, North Korea has little chance to utilize the discords between China and the U.S. and decreases the strategic communication and cooperation between China and North Korea. Therefore, if the China-U.S. relations are in a conflict phase, it will become difficult for the international community to induce Chinese cooperation in the North Korean nuclear issue and the North Korean problem. On the other hand, if China and U.S. maintain friendly relationships, China does not tries to support North Korea but cooperates with the United States in the process of solving the North Korean nuclear issue.
