파키스탄 및 북한의 핵전략 연구: 비핀 나랑의 ‘비대칭 확전 태세’의 접근과 한계를 중심으로

비핀 나랑은 ‘핵태세 최적화 이론’과 후속 연구를 통해 현재의 파키스탄과 북한을 모두 ‘비대칭 확전 태세’로 분류한 바 있다. 본 논문은 이러한 나랑의 접근이 두 사례에 대한 개별 분석뿐 아니라 관계적 상황, 안보 목적 및 대상과 같이 사례 간 상이한 요인들로 인해 동일한 핵태세로 유형화하는 데 한계가 있음을 지적한다. 비대칭 확전 태세를 적용하여 파키스탄 사례를 분석할 경우, 미국-파키스탄 간 안보보장의 전략적 특수성과 미-인도 관계로 인한 복잡한 관계 역학을 설명하지 못한다. 동 유형은 북한 사례에서도 장거리 미사일 개발과 같은 ‘공격적’인 태세와 정권의 특수성, 한반도의 관계적 역학을 고려한 종합적 분석을 제시하지 못한다. 미‧중 전략경쟁의 심화와 역내 핵보유국, 사실상 핵보유국, 기술적 핵보유 가능 동맹국 간 역학에 기인한 제3차 핵시대의 가능성이 대두되는 상황에서 각국은 고정된 핵태세가 아닌 전략적 판단에 기반을 둔 유동적 핵태세를 고민할 필요가 있다. 즉 안보환경의 변화, 전시‧평시의 긴급성, 적국 및 동맹국과의 관계, 신무기 개발, 재래식-핵무기 간 연계 정도에 따라 각국의 핵태세는 변환할 수 있으며, 이러한 복합적 요소를 반영한 각국의 핵전략에 대한 고찰 역시 필요하다.
Abstract
According to Vipin Narang’s nuclear posture optimization theory, both Pakistan and North Korea are categorized as “asymmetric escalation” posture. This paper examines Pakistan and North Korea’s nuclear strategy focusing on the relational aspects of their nuclear strategy, security imperatives and goals, and questions the comparability of the two cases. It also argues that Narang’s theory is limited in its explanatory power that it fails to capture the complex and incomplete nature of U.S. security guarantee to Pakistan due to U.S.-India relations, and the “aggressive” components of North Korean posture and more comprehensive analysis of security relations of Korean peninsula. Finally, this paper posits that nuclear posture should be flexible in order to strategically reflect changing security environment, relations among adversaries and allies, emergence of new technology, and integration of conventional-nuclear weapons.
