초록

본 연구는 비핀 나랑의 핵 태세 이론을 평가하고 재구성하는 목적을 가진다. 핵 태세 이론으로 널리 알려진 비핀 나랑의 논의에 따르면 지역 핵무장 국가가 취할 수 있는 핵 태세는 촉매형, 확증 보복형, 그리고 비대칭 확전형으로 총 3가지이고, 이는 크게 핵 능력과 핵 관리-배치 양태 각각의 확실성 조건에 의해 구성된다. 즉, 논리적으로는 하나의 핵 태세가 더 구성 가능한 것이다. 이러한 문제의식에 기반하여 본 연구는 기존의 핵 태세 이론의 체계적 완결성을 구현하기 위해 현재 시점의 핵 태세 구성요소인 핵 능력과 핵 관리-배치 양태를 중심으로 제4의 핵 태세의 성격을 규명하고, 이러한 확증 보유형 핵 태세의 사례로 과거 파키스탄과 현재 북한이 부합함을 논한다.

Abstract

This paper challenges Vipin Narang’s version of nuclear posture theory in two ways. First, I argue that it does not sufficiently address Pyongyang’s current nuclear posture, given that none of the conditions defining the three postures fits well the case of North Korea. Second, more importantly, the theory omits a theoretical discussion of a possible combination of “ambiguous” nuclear capability and “unambiguous” nuclear deployment, which insinuates a fourth nuclear posture. This study asserts that the fourth posture - assured retention - logically leads to a constant cycle of dialogue and threat, as it suggests indirect deterrence and a proactive - or aggressive - attitude, and thus resembles Kim Jong-un's current North Korean nuclear posture.
