Abstract
Despite multifaceted international efforts, the North Korean nuclear issue remains at a stalemate. Limited understanding of the North’s secretive internal situation, its core interests, and the regime’s contradictory stance hinder prospects for near-term denuclearization. Meanwhile, North Korea's nuclear capabilities have advanced, its ties with China and Russia have evolved, and the Trump administration, which previously pursued a “big deal” approach, has returned. This study analyzes North Korea’s nuclear posture as part of broader denuclearization efforts. It first examines the motivations behind the North’s continued nuclear development, emphasizing its intent to maintain and legitimize its nuclear arsenal. The study reviews its nuclear capabilities and explores the strategy it may adopt based on these assets. Applying Vipin Narang’s Nuclear Optimization Theory, the research assesses North Korea’s likely nuclear posture through the lens of key theoretical variables. It argues that under current security conditions, North Korea will shift from a catalytic to a more aggressive nuclear posture during Trump’s second term. The study discusses the implications of this shift for the international community and the Korean Peninsula, suggesting that North Korea may use an aggressive posture to pressure the U.S. and its allies or to seek a renewed big deal. It concludes with insights for resolving the nuclear issue and advancing denuclearization on the Korean Peninsula.
