북한 대기오염방지정책과정의영향요인 연구: 조직행태 모델의 적용

본 연구는 대표적인 전체주의 국가인 북한의 환경정책이 최고지도자와 유일지배정당의 결정력 외 다원화된 요인의 영향을 받아 전개될 수 있다는 문제의식에서 출발하였다. 이에 대기오염방지정책에 대한 분석을 통하여 정책과정에서 발견되는 조직행태의 모습과 정책에 대한 영향을 분석하였다. 1960년대 북한에서 대기오염방지사업은 공해방지사업의 일환으로 보건부문이 담당하였다. 그러나 이후 그 책임이 국토환경보호부문, 공업생산부문, 국토관리부문으로 나뉨에 따라 정책이 분절화되면서 조직 간 충돌과 갈등, 그리고 경쟁 발생이 가능한 환경이 조성되었다. 변화된 정책환경에서 조직행태가 대기오염방지정책과정에 미친 영향은 다음과 같다. 첫째, 1970년대 후반 이후 환경보호법, 환경영향평가법 등이 제정되면서 국토관리부문, 전력공업부문은 갱신된 표준운영절차에 부적응하며 역할갈등을 겪으며, 국토관리부문은 기존의 방식에 의존하여 공해 대책 없는 건설허가를 남발하기도 하는 등 정책변형이 생겼다. 둘째, 공장, 기업소에 제진장치 설치와 작동을 둘러싸고 국토환경보호부문과 전력공업부문의 이해관계 충돌은 공장운영 이상 현상 등의 정책왜곡을 초래했다. 셋째, 조직의 사회적 태만현상으로 인하여 전기차 개발, 공해방지 사업 등 정책이 이행되지 못하는 등 정책성과가 제한되었다. 본 연구결과는 북한 전체주의 체제 이면에 존재하는 다양한 정책과정의 한 단면을 보여주었다는 점에서 의의가 있다.
Abstract
The conventional wisdom on the policy processes of North Korea stresses the absolute decisional power of its leader. Yet, this paper argues that there can be diverse policy factors in the country and aims to examine the appearance of organizational behavior in the policy process with a focus on the air pollution prevention policy. In the 1960s, air pollution prevention projects in North Korea were handled by the health sector. However, since then, the organization in charge was divided into the national land environment protection sector, the industrial production sector, and the national land management sector, creating an environment where conflicts between organizations could occur. Since the late 1970s, the national land management sector and the power industry sector suffered a role conflict by failing to comply with the updated standard operating procedures as the Environmental Protection Act and the Environmental Impact Assessment Act were enacted, and the national land management sector over-issued construction permits. Conflicts of interest between the national and environmental protection sectors and the electric power industry sectors over the installation and operation of dust removal devices in factories turned out to be abnormalities in factory operation. Moreover, due to the chronic social loafing of organizations, policies such as electric vehicle development and pollution prevention projects were not implemented, which hindered effective policy implementation. Thus, this paper is significant that it revealed various policy processes that exist behind the North Korean totalitarian system.
