Abstract

North Korea has defined inter-Korean relations as “hostile two-states relations” by the end of 2023 and is seeking a fundamental transformation. North Korea’s “summarization” of the past 80 years of inter-Korean relations and its advocacy of the “hostile two-states theory” likely stem from a combination of factors: overcoming the structured armistice system, maintaining, strengthening, and succeeding the suryŏng (leader) system, and securing diplomatic autonomy for negotiations with the United States. Looking back at the history of inter-Korean relations, there are precedents for recognizing each other’s true nature and seeking a two-states solution. While the Lee Jae-myung administration has taken preemptive measures to restore trust, such as banning the distribution of anti-North Korea leaflets, North Korea is pursuing constitutional and physical measures related to the “hostile two-states relationship,” making the restoration of inter-Korean relations unlikely. While the Lee Jae-myung administration has proposed the “END Initiative” and a phased denuclearization solution, seeking to usher in a new era of “peaceful coexistence and shared growth,” North Korea has maintained its stance of no change in course. The purpose of this paper is to examine cases in the history of inter-Korean relations where a two-states solution has been sought and to identify ways for the Lee Jae-myung administration to overcome North Korea’s “hostile two-states” theory. To resolve the North Korean nuclear issue and restore inter-Korean relations, the following steps should be taken: ① seeking a solution to the North Korean nuclear issue that prioritizes the normalization of relations; ② overcoming the limitations of the functionalist approach and resolving the “fundamental issue”; ③ developing a “peaceful two-states” solution and building trust; and ④ studying and examining North Korea’s emphasis on constitutionalism and the issue of constitutional revision in South Korea. For South Korea, which has emerged as a “responsible global power,” to play a leading and pivotal role in the world and achieve sustainable growth, the North Korean issue must not be highlighted as a geopolitical risk.
