Abstract

Does South Korea's unification plan remain in effect at this point when North Korea's hostile two-state stance has been raised? Since the last century, the two Koreas have made great efforts to heal the passive and dependent historic result of division. However, in the 21st century and due to the recent claims of the two hostile states of North Korea, the two Koreas seem to be entering the path of division that appears less passive and more self-determined. In particular, as the sense of denial and avoidance of unification within South Korea is also spreading, both Koreas seem to be on the path of voluntarily choosing separation. To reinvigorate unification discussions in this environment, it is essential to envision about a new direction for unification. Discussions on various forms of unified nations, including the confederation and the federal government, should also begin in earnest in order to arouse public opinion at a time when the burden of unitary state unification and questions about its feasibility are raised. Furthermore, if North Korea, the counterparty in this process, insists on the stance of two hostile states, it is important to maintain the minimum momentum to continue discussing various forms of unified state after considering the intermediate stage of the Korean Commonwealth (confederation of two Koreas) in the National Community Unification Plan as suggesting two peaceful states rather than two hostile states. Therefore, rather than proposing grand proposal that risk devolving into unilateral monologues, a pragmatic and flexible approach is necessary. This would allow for continued unification discussions while maintaining the diverse objectives of a unified states, as informed by reinterpretations and revisions of the current National Community Unification Plan.
