지방의회와 지역주민간 소통의 영향요인에 관한 탐색적 연구- 주민인식을 중심으로

초록

본 연구는 지방의회와 주민들간 소통에 관한 실증연구가 드물다는 점을 토대로 탐색적 연구차원으로 지방의회와 주민들간 소통에 영향을 미치는 요인을 비교분석하는 것이다. 분석결과, 지방의회와 정부기관 종사자간 소통에는 지역소속감이 소통에 긍정적인 영향을 미치는 것으로 나타났다. 지방의회와 공기업종사자간 소통에는 정당활동 참여, 지역소속감, 정치성향이 소통에 영향을 미치는 것으로 나타났다. 지방의회와 민간기업종사자들간 소통에는 성별, 연령, 주민행복감, 공무원/정치인에 대한 민원 전달활동, 시민운동단체 활동참여, 지역사회 공공모임 활동 참여, 주민1인당 지방(광역)의원 수, 지역유형, 지역소속감, 정치/사회 현안에 대한 온라인 의견 피력활동지지 정당유무, 지방(광역)의원 수가 소통에 영향을 미치는 것으로 나타났다. 지방의회와 일반주민들간 소통에는 연령, 지역(시,도) 소속감, 정부나 언론에 의견 제시활동, 자원봉사나 기부단체 활동참여, 사회적 경제조직 활동참여, 지지 정당유무, 주민1인당 지방(광역)의원 수가 소통에 영향을 미치는 것으로 나타났다. 마지막으로 지방의회와 비영리기관종사자들간 소통에는 학력, 주민행복감, 지역사회 공공모임 활동 참여, 지역유형, 지역(시,도) 소속감, 정당활동 참여가 소통에 영향을 미치는 것으로 나타났다. 이를 토대로 분석적 함의로 지방의원들과 정부기관 종사자들간 정기적인 소통포럼 등을 개설, 지방의원들과 공기업종사자들간 소통활성화를 위한 현장에서의 직원들과의 간담회 개최, 지방의원들과 비영리기관 종사자들간의 공동목표 추구(주민행복)를 통한 소통활성화, 다양한 형태의 소통을 통한 지방의원들과 민간기업종사자들간 소통, 자원봉사, 기부단체, 사회적 경제조직 등 공동체 조직참여를 통한 일반주민들과 지방의원들과의 소통방안 등을 제시하였다.

Abstract

The purpose of this study is to analyze factors determining communication between local council and citizens focusing on perception of citizens. As a result of analysis, a sense of belonging in region affects communication between local council and citizens. political ideologies affect communication between local council and public enterprise. a number of factors such as gender, age, happiness, etc make an influence on communication between local council and private company. community activities affect communication between local council and nonprofit. Policies are suggested as establishing regular communication forum, holding a meeting with employees on site, pursuing common goals, Community involvement.
