중국의 도시 주택정책 변화와 대중 여론의 관계- 대중 여론 매체들의 영향을 중심으로 -

초록

본 연구는 개혁개방 이후 중국의 도시 주택정책 변화와 대중 여론의 관계에 대한 분석을 통해 사회주의 체제 중국에서 주택정책의 결정에 미치는 대중 여론의 위상 및 영향을 파악하고자 하였다. 이를 위해, 도시 주택 정책 변화의 시기를 “주택 상품화 전환기(1998년 이전)”, “부동산 시장의 성장기(1998-2003년)”, “민생 주택 정책 전환기(2004년 이후)” 등의 세 시기로 구분하여, 주택 정책의 특성 및 이의 변화와 대중 여론의 관계를 분석하는 방식으로 접근하였다. 구체적인 분석에는 중국의 주요 언론사 일간지와 뉴미디어 플랫폼, 블로그, 중국 토종 SNS 사이트 등에서의 주택정책 및 주택 관련 이슈에 관한 기사와 논평 자료 등에 대한 질적 분석을 수행하였다. 분석결과에서 각 시기의 주택정책의 특성과 대중여론의 관계는 다음과 같은 양상을 보이는 것으로 확인되었다. 개혁개방 이후부터 1998년 이전까지는 정부의 주택 상품화 전환 시책을 뒷받침하기 위해 전통 언론 매체들을 동원하여 대중의 소비관 및 주거 가치관을 전환시키고자 하는 양상을 보여왔다. 부동산 시장 성장기에도 대중 여론은 주택 정책과의 종속적 관계를 지닌 것으로, 곧 부동산 시장 조성의 정부 정책 목적 달성을 위해 전통 여론 매체를 통해 대중 여론이 조성되는 경향을 보였다. 그렇지만, 2000년대 전후한 뉴미디어 시대의 출현으로 도시 주택 정책은 오히려 대중 여론에 의해 적극 변화되는 양상으로, 이전 시기와는 상이한 관계가 확인되고 있다. 곧, 뉴미디어를 통해 사회보장적 주택정책이 미약하다는 대중 여론이 자발적으로 조성되어 "민생주택(民生住宅)"의 중요성이 정책적으로 환기되고, 이에 의거 주택정책이 변화되는 새로운 형태의 정책 결정 양상이 전개된 것이다. 이는 뉴미디어 등에 의한 여론 매체의 감시견제 기능이 강화되어, 최근 중국에서는 대중 여론과 사회 정책의 상호 관련성이 제고되고 있음을 시사하여 주목된다.

Abstract

This study is a work that examine the relationship between urban housing policy change and public opinion, as well as investigate the role of public opinion on the social policy decisions in China. This paper, as literature research, analyzed articles and commentary about housing policy and housing issues that appeared on the daily paper, which is published in major Chinese media outlets and on the new media platforms, blogs and native Chinese SNS site. We examined the relationship between urban housing policy change and public opinion by three periods, which are the period of the house commercialization(1978~1998), the real-estimate market growth period(1999-2003), the switch to the public welfare housing policy(after 2004~). The period of previous in 1998, Chinese government was efforts to form people's house consumption perspectives and values through the traditional press, in order to change the socialistic housing customs. In the period of the real estate market growth, the public opinion was formed and mobilized according to the government’s housing policy. In other words, the government used the traditional media to guide public opinion so as to achieve political or economic purpose. As the era of new media came to the China, the public opinion was formed on-line by more interaction and by citizen participations. And then the shortcomings of traditional media was supplemented by new mass media. As the public opinion against the government policy has been expressed forcefully through the new mass media, the importance of "housing welfare policy approach" is awaken in China.
