Abstract

The purpose of this study is to derive tasks for the development of lifelong education for the disabled that is recognized by experts in the field of special education. To this end, 15 experts including special teachers, school supervisors, and researchers in the field of special education that have research experience in lifelong education for the disabled were selected to be part of an expert panel group with two Delphi surveys being conducted targeting them. In addition, preliminary training for expert panel groups was conducted to explain the purpose, schedule, and method of this study as well as to provide various data related to lifelong education development tasks for the disabled. Through the two Delphi surveys thereafter, the final draft of the lifelong education development project for the disabled was presented. It consisted of three development tasks acting as the core, and four for each of the core tasks totaling to 12 detailed tasks. This include the establishment of supplementary education system for special education, the establishment of a continuing education system for special education, and the establishment of a system that strengthens special education competency. In addition, through discussion, the composition and significance of development tasks for lifelong education for the disabled, similarities and differences with previous studies, limitations of research results and ways to utilize them were all presented. Lastly, it was proposed to include people involved in lifelong education for the disabled in various fields, this includes those involved in special education subjects of research related to lifelong education for the disabled.
