국어기본법에 따른 국어교육 내용과 방법의 대안적 탐색

2005년에 문화체육관광부에서는 국어기본법을 발표하였다. 이 논문에서는 국어기본법이 각급 학교의 국어교육 내용과 방법에 어떤 영향을 끼쳤는지 구체적으로 살펴보도록 한다. 국어기본법 조항들, 교육과정, 성취기준, 교과서, 수업시수 등을 통해서 구체적으로 알아보았다. 이 논문에서 연구자는 다음과 같은 과제를 수행하고자 했다. ㉠ 국어기본법의 목적과 국어교육과의 관계는 무엇인가? ㉡ 국어기본법에서 국어교육 내용은 무엇인가? ㉢ 국어기본법 시행 이전과 이후의 국어교육은 차이가 있는가? ㉣ 국어기본법은 국어교육 방법에 어떤 변화를 요구하는가? 국어기본법은 학교 국어교육과는 괴리된 상태에서 존재하고 있음을 확인하였다. 한글, 어문규범과 같은 기본적인 내용은 물론이고 실제 언어생활에 필요한 국어사용, 국어능력 등 많은 국어교육 관련 내용을 국어기본법이 담고 있으므로, 향후 국어과 교육과정, 교과서, 수업 등에서 그 내용이 교수 학습되기를 기대해 본다.
Abstract
In 2005, South Korea’s Ministry of Culture, Sports and Tourism (MCST) published the Framework Act on the National Language (FNL). This thesis aims to reveal how FNL has exerted its influence on the contents and methods of Korean language education in elementary, middle and high schools in Korea. For this, curriculum, standards, texts, lesson time number, etc. in these schools, have been examined, and this paper seeks to answer the following questions: ⓐ What is the purpose of FNL? And what’s the relationship between FNL and Korean language education? ⓑ What constitutes the content of Korean language education in FNL? ⓒ What difference has there been before and after FNL in Korean language education? ⓓ What changes does FNL require in methods of Korean language education? It has been revealed that FNL exists with a gap between it and the Korean language education at schools. FNL basically deals with Hangeul and Eomungubeom. In addition, it also contains content like Korean usage, Korean language ability, etc., so these must be taught and learned in schools as well.
