본 연구는 행정구역 통합과 관련하여 분절화된 정책구조에서 기초지방자치단체장이 어떠한 역할을 수행하는 가에 대한 실증적 분석을 통해 정책혁신가로서 기초지방자치단체장의 역할유형을 살펴보는 것이다. 이를 위해 정책혁신가의 개념과 역할, 정책혁신과정에서 정책혁신가의 역할에 대한 접근방법을 살펴보고, 정책혁신가로서 기초지방자치단체장의 역할을 결정권한과 영향력을 기준으로 영향력이 강한 리더형, 제어된 리더형, 영향력이 강한 추종자형, 제어된 추종자형으로 유형화하였다. 3려(여수시, 여천시, 여천군) 행정구역 통합과정을 중심으로 정책혁신가로서 기초지방자치단체장의 역할에 관한 실증분석을 실시하였다. 시사점으로는 첫째, 본 연구의 기초지방자치단체장 역할유형의 분류방식이 행정구역 통합과정에 일정 부분 설명력이 있다는 점을 입증하였다. 둘째, 행정구역 통합관련된 정책혁신가로서 기초지방자치단체장은 분절화된 정책구조에서 다른 행위자들와의 관계에 따라 역할유형의 차이가 있다는 점을 도출하였다. 셋째, 행정구역 통합과 관련된 정책혁신가들의 역할유형을 결정하는 데 있어 정책혁신가를 둘러싼 제도적 맥락(institutional context)이 중요하다는 점이다.
Abstract
This article aims to empirically analyze role models of mayor as policy entrepreneur. I deducted policy entrepreneurial activities, approaches of policy entrepreneur and categorized mayor as policy entrepreneur four role model which are influential-leader, constrained-leader, influential-follower, constrained-follower. And I designed the analysis framework. In this article, I analyzed consolidation among local governments, which was called YeoSu(United) City as case. I divided four consolidation processes and focused on policy entrepreneurs's activities. After I categorized mayor's role as policy entrepreneur. I deducted policy implications. First, role models of mayor as policy entrepreneur was effective in explaining consolidation among local governments. I found a difference in mayor's roles during consolidation. Second, institutional context made an influence on mayor's role change as policy entrepreneur.
