Abstract
This study examines the historical formation and development of the basic unit of residents’ self-governing bodies in Korea and re-evaluates the appropriateness of the current eup-myeon-dong(township/neighborhood) level through international comparison. Case analysis reveals that from the Oga-jaktongsystem and chon-gyein the Joseon Dynasty, to hyanghoeand sohoein the modern era, and the post-liberation Local Autonomy Actwith its tong-banstructure, residents’ participation and administrative cooperation have consistently been organized at the tong-ri(sub-neighborhood/village) level—small-scale living units. However, the current eup-myeon-dongresidents’ councils have an average population size of approximately 14,500, far exceeding Somerville’s (2011) suggested optimal range for neighborhood governance (below 500, maximum 3,000). Compared with international cases such as England’s parish councils and Japan’s neighborhood associations, Korea’s current scale poses limitations in terms of community proximity and citizen engagement. Based on these findings, the study proposes restructuring residents’ councils at the tong-rilevel, and in urban areas, converting apartment complexes into resident self-governing units. Such restructuring is expected to reestablish residents’ councils as genuine community-based governance bodies, contributing to a balanced achievement of administrative efficiency and active citizen participation.
