주민자치회의 제도화 방안과 발전방향에 관한 연구

본 논문은 지방행정체제 개편에 관한 특별법에 근거하여 설치된 대통령소속 지방행정체제개편추진위원회에서 마련하고 있는 주민자치를 위한 새로운 개념의 ‘주민자치회’에 관한 정책적 대안 논의를 다루고 있다. 지금까지의 한국 지방자치가 단체자치에 몰입하면서 나타난 문제점을 주민자치의 실질화를 통하여 해결해야 한다는 대전제 하에, 위원회가 제시하고 있는 세 가지 주민자치회 모델을 분석적으로 비교평가해 보고, 한국적 주민자치회를 위한 논의의 활성화를 지향하고자 하였다. 지방행정체제개편추진위원회는 미래 주민자치회 모형으로 협력형, 통합형, 주민조직형이라는 세 가지 모델을 제시하고, 앞으로 1년 간 시범실시를 통하여 가장 바람직한 모형을 도출할 것을 제안하였다. 생각건대 협력형으로는 현재의 주민자치센터 모형과 큰 차이가 없어 주민 만족 차원에서 약할 것 같고, 읍면동행정이 철수하고 주민자치위원회가 주도하는 주민조직형은 이론적으로는 이상적이나 실현가능성이 희박하다는 점에서, 그 둘의 장점들을 모은 중간 수준의 통합형이 바람직하다고 판단되나, 이 역시 주민의 선택으로 결정되어야 한다는 생각된다. 한국지방자치를 위해서는 앞으로 주민자치가 중요하다는 점에서 ‘주민자치회’ 논의의 활성화를 기대하고 있다.
Abstract
The Special Law on Reforming Local Administrative System was legislated in 2010 and the promoting committee based on it was established. The resident autonomous center consists of the executive body and the autonomous neighborhood board. At the present, the Promoting Committee for Local Administrative System takes three alternatives for enhancing community autonomy into account: the Integrated Model; the Cooperative Model; the Resident Organization Model. It seems that the Integrated Model is most feasible in light of the current local situation. The organ of the community center is consisted in the executive body and the legislative body named as the autonomous neighborhood board, respectively. Under the Cooperative Model contemporary functions of Eup, Myun and Dong can continue to exist without change. The Resident Organizing Model refers to the type of community center which is supposed to work as a legislative and executive body. Three models discussed in this paper are under consideration. Ideally, the third model, namely Resident’s Organizing Model seems best. However, it may be not feasible due to lack of experiences before. It is suggested that the first model, that is the Integrated Model, be more suitable to implement under the local autonomy situation in Korea.
