Abstract
This study aims to analyze the effects of media factors and risk perception on nuclear power acceptance, mediated by nuclear stigma, and to empirically verify the moderating effect of government trust in this process. Since the 2011 Fukushima nuclear accident, media coverage emphasizing the dangers of nuclear power has heightened public risk perception and strengthened the social stigma associated with nuclear energy. However, previous studies have lacked a systematic analysis of the link between media perception and stigma formation, as well as empirical verification of the mediating effect of stigma and the moderating effect of government trust. To address this gap, this study collected data from 1,898 citizens aged 19 and older and conducted a moderated mediation analysis. The results are as follows: First, media openness was found to reduce stigma, whereas controversiality, credibility, and risk perception increased stigma. Second, stigma was identified as a key mediator that negatively influences nuclear power acceptance. Third, government trust demonstrated a moderating effect that mitigates the negative relationship between stigma and acceptance. Fourth, a moderated mediation effect was confirmed, indicating that the indirect effects of independent variables on acceptance via stigma vary depending on the level of government trust. These findings suggest that enhancing nuclear power acceptance requires more than simple information provision; it is crucial to mitigate social stigma and build government trust. Specifically, this study offers policy implications emphasizing the need for a comprehensive approach through transparent information disclosure, balanced risk communication, and the restoration of trust in the government.
