Abstract
This study empirically examines the determinants of urban regeneration budget allocation in metropolitan basic local governments. Using panel data for 66 cities, counties, and districts in Seoul, Incheon, and Gyeonggi Province from 2018 to 2021, the analysis models per capita urban regeneration budget at time t+1 as the dependent variable. Independent variables are grouped into four dimensions: (1) demographic-social (aging index, youth population ratio, single-person household ratio), (2) physical (vacant house ratio, ratio of housing aged over 30 years, urban area per capita), (3) economic (GRDP per capita, workplace health insurance subscriber ratio, number of businesses per capita), and (4) administrative-political (fiscal independence ratio, local council majority orientation, local government head orientation). After diagnosing heteroscedasticity and autocorrelation, a lagged panel model is estimated using feasible generalized least squares. Results show that the aging index, youth population ratio, and ratio of housing aged over 30 years have significant positive effects, while workplace health insurance subscriber ratio and fiscal independence ratio have significant negative effects; progressive-oriented local government heads are associated with higher budgets. Other variables are not statistically significant. These findings indicate that budget allocation is more responsive to concrete physical conditions, social vulnerability, and political-institutional context than to broad aggregate indicators, highlighting the need for vulnerability-based, criteria-driven allocation frameworks.
