이 글에서는 트럼프 행정부의 등장이 한반도 및 지역 안보 상황에 어떠한 영향을 미치고 있는지를 살펴본다. 트럼프 행정부의 미국우선 외교정책은 미국의 주요 안보 이익이 존재하는 동북아 지역에서 한국과일본 등 동맹국들의 지원과 협력을 바탕으로 미국의 안보 리더십을 효율적으로 유지할 것을 요구하고 있다. 한반도 안보와 관련해서는 트럼프 시대에도 미국은 동맹국인 한국의 지원과 협력을 바탕으로 안보 리더십을 유지해 나갈 것으로 보인다. 전략적 요충지인 한반도에서 즉각적인 안보위협으로 간주되는 북핵문제에 대처하고 지역 안보 상황을관리하기 위해서는 굳건한 한미동맹을 바탕으로 역내 균형자 역할을지속해 나가는 것이 필요하기 때문이다. 한편 트럼프 행정부의 미국우선 외교정책은 국력낭비의 최소화와 역내 안보 리더십 유지라는 두 마리 토끼를 잡기 위해 동맹국인 한국에게 보다 많은 기여와 역할을 요구하고 있다.
Abstract
This paper examines how Trump administration's 'America First Foreign Policy' has applied to East Asia's regional security. The America first foreign policy, which 'Peace through Strength' lies at its core, is trying to efficiently maintain its security leadership in East Asia with the support and cooperation of its regional allies such as South Korea and Japan. Regarding security relations on the Korean Peninsula, US in Trump era continues to rely on the ROK-US alliance to cope with North Korea's nuclear threat and maintain its security leadership. Meanwhile, Trump's America first foreign policy demands South Korea to take expanded contribution and roles for both reducing US' military spending and preserving its regional security leadership.
