이 글에서는 문재인 정부의 외교·안보정책과 미국우선주의에 기반한 트럼프 행정부의 대외정책을 살펴보고 나아가 한미 양국 간 안보관계의 쟁점에 대하여 살펴본다. 국제무대에서 전략적 선택과 집중을 강조하는 트럼프의 미국우선 대외정책은 전략적 요충지인 한반도와 동아시아에서 미국이 역내균형자 역할을 지속적으로 수행할 것을 요구하고 있다. 따라서 트럼프 시대에도 한미동맹을 바탕으로 한 한미 안보관계는 공고히 유지될 것으로 예상된다. 한편 방위비 분담금, 전시작전통제권 전환 문제 등 한미동맹 운용에 있어서 한국의 기여와 역할 증대에 관한 논의가 본격화될 것으로 전망되며, 북핵 문제 관련해서 한미 양국은 상호인식이나 정책의 세부 내용에 관한 지속적인 정책 조율이 요구된다.
Abstract
This paper examines Moon, Jae-In administration's security policy and Trump administration's 'America First' foreign policy and delivers major issues on ROK-US security relations. Trump's America First foreign policy, which emphasizes strategic selection and concentration, demands US to maintain its influence on Korea Peninsula and East Asia. ROK-US security relations are expected to be steadfast in the Trump administration while South Korea's expanded roles to operate the ROK-US alliance will be discussed.
