냉전기 유럽의 군비통제 협상은 오늘날까지 냉전구조가 지속되고 있는 동북아에 교훈을 줄 수 있다. 전략무기감축조약(SALT) 및 상호균형감축(MBFR) 협상의 난항에도 불구하고 CSCE에서의 군비통제 회담은 계속해서 열렸다. 그 결과 합의사항을 누적해나가며 이행을 시도해갔다. 유럽의 경험은 신뢰구축과 군비통제 논의를 동시에 추진할 필요성을 보여주고 있다. 신뢰구축 방안에 있어서도 군사적 측면과 정치적, 사회경제적 측면이 병행되었음을 상기할 필요가 있다. 남북한의 경우에도 기본합의서를 비롯한 남북간 기합의사항을 이행하며 신뢰를 조성하는 한편, 배치제한 및 적정 군사력 규모 설정을 위한 군사회담도 추진할 필요가 있다.
Abstract
Europe’s negotiations on arms control during the Cold War period provide a lesson for Northeast Asia where the Cold War structure prevails until today. In spite of the deadlocks in the SALT and MBFR negotiations, CSCE’s talks on arms control have continued. As a result, the participating countries have implemented the agreed items. Europe’s experience shows the need to continue talks simultaneously on trust building and arms control. It is also important to be reminded that military, political and socio-economic aspects have been considered side by side regarding confidence- and security- building measures(CSBMs). Likewise, it is necessary to build trust by the implementation of the items in Basic Agreement as well as in previously established agreements between North and South Korea, while promoting negotiations on restrictions on military stationing and on the agreeable limit of military capacities.
