Abstract

South Korea’s Park Geun-hye administration is seeking for an alternative route to the Six-Party Talks called a Northeast Asia Peace and Cooperation Initiative, which resembles the Helsinki process in Europe. The Helsinki process signifies a series of pan-European security dialogues between the East and the West, stemming from the 1975 Helsinki Final Act. It is generally acknowledged that the Helsinki process significantly contributed to the end of the Cold War in Europe in 1989. The unintended consequences of the Helsinki process can be seen as path emergence. This article investigates the initial conditions of the two processes to know whether the Seoul process is imbedded within it the properties of path emergence. From the perspective of path emergence, it can be concluded that the Northeast Asia Peace and Cooperation Initiative may take a different path from the Helsinki process due to the sensitivity of the initial conditions. The path of the Initiative process may rely on the prospective resumption of the Six-Party Talks which deal with the most sensitive security issue in Northeast Asia, North Korean nuclear program. Successful launching of the Initiative requires the normalization of inter-Korean relations, the resumption of the Six-Party Talks and strong supports from the parties concerned in Northeast Asia.
