다자간 안보협력과 군비통제의 모색: 이론과 유럽의 경험을 중심으로

이 글은 유럽안보협력기구(CSCE/OSCE)의 제도화된 규범체계에 대한 검토를 통해, 탈냉전의새로운 체제구축 과정에서 유럽지역의 다자간 안보협력과 군사통제 거버넌스가 어떻게 작동하였고, 또한 이러한 효과가 이론적으로 어떻게 적용되었고 해석될 수 있으며, 그리고 한반도 평화체제구축을 위한 모델로서 어떤 기능을 하는가에 대해 알아본 것이다. 여기에서 가장 주목하는부분은 과연 각국의 국가이익에 대한 현실주의적 이기주의를 어떻게 극복하면서, 공동의 안보를평화적으로 관리할 수 있는 새로운 차원과 병존할 수 있을 것인가에 대한 대목이다. 주권 개념의 오랜 신성함과 배타성은 여전히 유지되는 가운데, 글로벌 거버넌스의 다자간안보협력은 그 형식에 있어서 전쟁을 회피하고 평화를 추구하는 관련 국가들의 안보이해를공동의 협의과정을 거쳐 제도적인 합의를 기반으로 추구한다는 점에서 큰 특징을 가진다. 이 점은 헬싱키 프로세스의 긍정적 경험을 바탕으로 1990년대를 전후한 유럽 사회주의국의체제전환 과정에서 나타난 여러 안보위협 상황을 제도적 틀 속에서 어떻게 완화하고 그러한경험을 강화해 나갔는지를 통해 알 수 있다. 결론적으로 다자간 안보협력은 단순히 무력충돌을 방지하는 차원이 아닌, 군비의 공동관리와 그 과정에서 만들어진 신뢰 및 그것을 바탕으로 하는 미래에 대한 비전을 공유할때 그 실효성이 배가된다고 할 수 있다. 따라서 기계적으로 유럽을 경험을 제도적으로 수용하는것을 넘어 동북아 다자간 안보협력을 제도적·현실적으로 완성하기 위해서는 협정을 만드는과정에서의 평화에 대한 신념의 공유와 진지함 그리고 실천과정에서의 다양한 신뢰구축조치(CBM)의 확보와 그것의 공고화를 통한 미래비전의 공유가 동북아 평화협력체제의 성공을위한 열쇠가 될 것이다.
Abstract
This paper focuses on how to build up the multi-lateral security cooperation and the military control in Korean Peninsula through European experiences of CSCE/OSCE with reviewing related theories. The questioning point of this paper is how each country could set its position to accept both realistic national interests and liberal/constructivist common goals in security area. The Multi-lateral Security as a global governance emphases that countries cooperate each other for peace-making based on institutional consent whereas realistic security supporters still put the exclusiveness of sovereignty at the first. The ‘Helsinki Final Act’ of 1975 is the best example for understanding the multi-lateral security cooperation and the military control. The Multi-lateral security will function as much as twice when common management of the military, trust, and co-bearing the peaceful vision of future, not only for avoiding military crashes. Therefore, it would be a key step to have the earnestness and the common principle for peace, to make CBMs and its consolidation for Korean Peninsula Peace System.
