일본의 대미 공공외교의 중층구조: 하와이주(州) 사례를 중심으로

본논문의목적은일본대미공공외교의특징을파악하는데있다. 이를위해본논문에서는 일본의 대미 공공외교의 변화를 시계열적으로 검토하였다. 또한, 워싱턴 DC 중심 의 접근방식에서 벗어나 하와이주에서의 일본의 대미 공공외교를 살펴봄으로써, 보다 큰 틀에서 그 특징을 파악하고자 하였다. 연구결과 발견된 일본의 대미 공공외교의 특징은 다음과 같다. 첫째, 일본의 공공외교가 외부비판에 대응하기 위한 ‘반응적’ 성격에서 국 제사회에서 존재감을 늘리려는 ‘전략적’ 성격으로 변화하고 있다. 특히, 이러한 변화는 2012년 제2차 아베 내각 이후 두드러진다. 둘째, 공공외교의 주체가 다양하며, 이들을 통한 중층적 공공외교가 추진되고 있다. 구체적으로 일본 정부 및 JF 뿐 아니라, 민간재 단, 일계(日係) 미국인, 일본 내 우익단체 등이 주요 행위자가 되고 있다. 셋째, 공공외교 의 내용이 일본적 시각 유포 및 직접적인 일본의 국익과 연결되는 내용이 아니라 미국의 관심 사항, 양국의 공통과제 등에 중점이 놓여 있다. 넷째, 지역의 시점을 고려한 지역 맞춤형 공공외교가 병행되고 있다. 일례로, 하와이주에서는 일계(日係) 미국인의 활용, 인 도태평양사령부 주둔지라는 특성을 고려한 1.5트랙 대화가 중심이 되고 있다. 본 연구를 통해 일본의 대미 공공외교가 주체가 다양하고, 공공외교 내용이 지역에 따라 다를 수 있음을 확인한 만큼 향후 주체 및 공간적 측면에서 확대된 일본의 대미 공공외교 분석연 구가 이어져야 할 것으로 판단된다.
Abstract
This article aims to explore the characteristics of Japanese public diplomacy in the United States (U.S.). The changes in the aforesaid policy have been examined in chronological order. In addition, by researching Japanese public diplomacy in Hawaii, this article attempted to understand its characteristics in a larger frame and away from the Washington D.C.-centered approach. The results were as follows: First, Japan’s public diplomacy is changing from a ‘reactive’ to a ‘strategic’ posture. In particular, these changes were noticeable after the second Abe cabinet in 2012. Second, the actors in the arena of public diplomacy are diverse and this makes public diplomacy in the U.S. dual-structured. Third, the content of public diplomacy is not focused on the dissemination of Japanese perspectives and thereby directly related to Japan’s national interest, but rather on the interests of the U.S. and the common tasks of both countries. Fourth, at the local level, Japan tries to adopt a policy suitable for addressing local interests. Considering the environment in which the Indo-Pacific Command operates in Hawaii, a 1.5-track dialogue dealing with security issues is emphasized, and Japanese Americans are in charge of critical roles in public diplomacy. This study found that there are many actors and there is the possibility of diversity at the local level. Therefore, research on the structure in various regions and participating actors should be continued.
