본고는 일본 공공외교의 전개과정과 새로운 전략으로서의‘가치외교’를 탐색 하고 이를 한국의 경우와 비교함으로써 한국 공공외교가 추구해야 할 방향을 모색하는 것을 목표로 하고 있다. 이를 위해 먼저 공공외교에 대해 간략히 살 펴본 다음, 일본에서의 공공외교의 역사적 전개에 관해 논하고, 일본의 새로운 공공외교 전략으로서의‘가치외교’를 파악하며, 일본의 대표적 공공외교 추진 기관이라고 할 수 있는 일본국제교류기금(The Japan Foundation)과 일본국 제협력기구(The Japan International Cooperation Agency)의 활동을 중심 으로 한국의 한국국제교류재단(Korea Foundation)과 한국국제협력단(The Korea International Cooperation Agency)의 활동을 비교·검토함으로써, 한국 공공외교가 추진해 나가야 할 정책방향을 제안하는 형식을 취하고 있다. 한국 공공외교는 아직 초보적 단계에 머물러 있지만, 적극적 관심과 필요에 힘 입어 발전의 단계를 준비하고 있다. 위기 속에 처해 있는 현재의 세계경제는 한국에게 위기와 기회를 동시에 던져주고 있으며, 이러한 어려움 속에서 한국 의 긍정적 국가이미지 구축을 위한 공공외교 추진이 절실히 요청된다
Abstract
This article amis to suggest the strategic goals of the public diplomacy of Korea by exploring the historical background of the public diplomacy of Japan, examining the ‘value oriented diplomacy’as a new strategy of Japanese public diplomacy, and comparing these with Korean cases. The basic questions raised by this article are as followings：What is the public diplomacy；How was the public diplomacy executed in Japan historically；What is the ‘value oriented diplomacy’suggested as a new strategic goal of Japanese public diplomacy? Answering these questions, this article compares the activities of Japan Foundation with those of the Korea Foundation and compares the activities of the Japan International Cooperation Agency with those of the Korea International Cooperation Agency by concentrating on its ODA expenses. The public diplomacy of Korea is still weak, but it is rapidly developing with the increased needs and interests. The world wide economic crisis can be a threat and chance to Korea at the same time. To cope with this, Korea needs to develop its public diplomacy to build positive and favorable national images.
